Summary: The overall objective is to identify the impact that the absence of an archival policy has on access to restricted information in the digital documents of the Federal University of Espírito Santo. It analyzes the relevance of an archival policy for access to these documents in the system used by the Federal University of Espírito Santo.. It presents the historical trajectory of access to and confidentiality of information from the 1988 Federal Constitution to the enactment of the Access to Information Law. It emphasizes that in the current scenario, with the use of document management systems, access to information becomes a fundamental part of efficient document management, considering the need and obligation of publicity. It highlights that the success of an archival policy is linked to the involvement of the entire institution, and that its implementation generates administrative and social benefits, in addition to a change in institutional culture. Based on a qualitative methodology with quantitative elements, the case study analysis is carried out, with bibliographic, documentary, and empirical research as the main data collection procedures. It proposes an action plan for the implementation of an archival policy, as well as improvements for various situations analyzed during the research. A high number of documents with restricted access are observed, a situation aggravated by the lack of procedures for removing these restrictions upon completion of the document processing. Based on the results, it can be concluded that the reality of the Federal University of Espírito Santo reflects the national scenario, characterized by the absence of archival regulations, as well as the complexity in analyzing legislation regarding access to and confidentiality of
information.
