Summary: In recent years, there has been exponential growth in the availability of digital objects on the internet, driven by technological advances, especially the digital transformation in various sectors of society. In the field of scientific communication,
the Open Science movement has sought ways to reduce barriers to scientific dissemination. However, a recurring concern is the quality of data and metadata available in databases or datasets. In this scenario, guidelines that advocate for findability, accessibility, interoperability, and reuse are consolidated as fundamental for the treatment of information addressed to the Web environment. From this perspective, this research aims to propose and apply a diagnostic evaluation model based on international guidelines to a predefined corpus. This research is classified as applied, of a qualitative-quantitative nature, with exploratory and descriptive objectives. This study uses content analysis to support a proactive bibliographical approach to the quality of data and metadata from information sources on the Web, integrating the fields of Information Science and Technology. To this end, six analytical dimensions were determined to conceptualize and structure the proposed FAIR evaluation model: (i) Data Standard, (ii) Indexing from metadata, (iii) Usage License, (iv) Infrastructure and Access Protocols, (v) Documentation and
Provenance, and (vi) Integration and Connectivity. For each dimension, maturity levels were established, represented by a standard scale of 0 to 3, with the aim of gradually measuring the degree of adherence of the evaluated data and metadata.
The model was applied to a sample of 14 (fourteen) journals and 5 (five) institutional repositories in the field of Museology, in order to verify its effectiveness. The results indicated a ranking of the evaluated institutional journals and repositories, as well as
areas for improvement in making digital objects available online, allowing managers to adopt specific measures to improve the location, access, interoperability, and reuse of information. As a follow-up, it is recommended that future studies investigate
the institutional and technical layers that condition the adoption of best practices aligned with the principles that enable data to be located and reused by humans and machines. These layers involve, in addition to cataloging, aspects of institutional
governance, data management and sharing policies, technological infrastructure and interoperability, legal definitions of licensing, and training of the teams responsible for digital curation. An integrated understanding of these dimensions is fundamental for the maturation of the proposed model, enabling its evolution into a "FAIR Assessment Tool" applicable in different institutional contexts. This advancement can allow the transition from a theoretical-conceptual and methodological framework to a formal and automated instrument capable of strengthening data governance in the context of Open Science.
